As we enter the last quarter of 2013, the impact of welfare reform will become increasingly apparent: Universal Credit will be “rolled out nationally” from October 2013; possession claims based on rent arrears – caused at least in part by welfare reform – will appear with greater frequency in county courts nationwide; and unsuccessful challenges to the bedroom tax – notably R(on the application of MA & Ors) v Secretary of State for Work & Pensions (Defendant) & Birmingham City Council (Interested Party) & (1) Equality & Human Rights Commission (2) Shelter [2013] EWHC 2213 (QB) – will surely make their way to the appeal courts.
Now is the time to re-assess the progress of reform, its impact on the social housing sector and the lessons learned so far by local housing authorities and private registered providers.
