In the House of Lords, as Lord Hacking, he pioneered English arbitration law reform, shepherding through Parliament the Arbitration Bill of 1979 and promoting the passage through Parliament of the Arbitration Bill of 1996. He also worked on Bill for the 2025 Act.***
